A playlist points to media
A playlist is a text-based description of media entries or resources rather than a video library stored inside the file. An entry may contain a title and an address. Whether the media opens depends on the address, access permission, network and player support.
What the M3U8 extension tells you
M3U8 commonly identifies UTF-8 encoded playlist text. Such playlists are also used in HTTP Live Streaming, where a playlist can describe available renditions or media segments. The extension alone does not mean the source is live television, high definition or authorised.

Choose the input method your player supports
Some players accept a playlist URL while others can open a local file. A remote playlist may change when the provider updates it. A downloaded file can become outdated. Follow the authorised provider’s supported method rather than editing addresses by guesswork.
Treat addresses inside playlists as private
Access tokens or account credentials can be embedded in URLs. Sharing the file may share access to your account. Do not upload it to a public paste service or an unknown playlist checker. A file format does not grant permission to use the content it references.

No. Quality depends on the referenced media, not the extension.
Can I open any playlist I find online?+
Only open trusted sources you are authorised to access; unknown playlists can expose you to unwanted content and unsafe links.
